Update: No sooner do I hit post and I discover that these are in fact Nikau Palms, the most southerly of all palms trees, and a New Zealand native. These 10m tall metal versions were designed by Ian Athfield as part of the Wellington Library design.
The silhouettes of VH-NTI and VH-NUG clearly show the difference in the style and construction of the two a Cameron V-77 and a Kavanagh D-84.
